Higher
education is provided by four kinds of state tertiary institutions, each
defined in legislation. Governance and funding, also defined by legislation,
is identical for each type of institution. Each institution is governed
by its own council, and is accountable to public sector accounting processes.
Each institution determines its own programs. There are several thousand
private training establishments in New Zealand. More than 800 are registered
with the New Zealand Qualifications Authority. They offer a wide range of
courses. A small number are accredited by the New Zealand Qualifications
Authority to offer degrees. Private training establishments may be considered
for government funding on the same basis as other tertiary institutions.
